The initial graph aims to depict the figure for travellers who utilized trains over a period of 9 years, and the next one illustrates the proportion of trains moving on time in comparison with target.   It is apparent that there was a significant fluctuation in the number of train passengers from 2000 to 2009. Whereas the percentage of trains running on time remained stable, the target rocketed before 2004.   In the year 2000, around 36 million users commuted by trains. In the following years-2005, the number of the public employing trains leaped to about nearly 46 million. By 2009, there was a slight decrease by approximately 5 million in the figure for train utilizers.   In 2000, the rate of (the standard line and target) was only about 92.00% compared with around 95.00% of trains running an exact time. In the year 2005, this area witnessed a sharp increase in the proportion of the target to about 94.70%, whilst the rate of trains moving on time remained unchanged. By 2009, the standard line had a surge percentage to around 97.00%. By the contrast, the extant category remained constant.
